Allows someone to setup a quick poll decided by ranked voting (currently just instant runoff). At the moment, there's a fully-functional backend and the beginnings of a new poll page on the frontend.

To run:

• install Haskell
• install Elm

    cd client
    elm make src/Main.elm --output static/main.js
    cd ../server
    cabal run

• go to localhost:8080
