Allows someone to setup a quick poll decided by ranked voting (currently just instant runoff).

To run:

• install Haskell

    # assuming you manage ghc with ghcup
    # if not, set ghc 9.4.5 by other means
    ghcup install ghc 9.4.5
    ghcup set ghc 9.4.5
    
    cabal run rcv-site

• go to localhost:8080
